Harraga: a reflection of the blankness between state and society

  •     QUESTION: Who are the Harraga?

        ANSWER: Be careful, they are not desperate. We realize that the majority are graduates and are employed. These are people aware of the risks they take. They refuse the impasse in which they are located. In the absence of a channel of political expression, association, these are young people who react with what they have built in a cultural and political totally abandon. You should know to pay tribute to their tenacity. It is the lack of opportunities and social freedoms that led to this choice. But beyond the political and union concrete freedoms, it’s the lifestyle and social
    rigorism they want to flee. In summer for exemple, Tunisia and Morocco are invaded by Algerian tourists. These are already areas of freedom compared to Algeria.
        
        Q: How can we explain the emergence of this phenomenon after terrorism of the 90s in which young people have paid the heaviest price?

        A: It is true that this phenomenon was not important at times of terrorism. Instability, somewhere, was paradoxically a significant possibility of change. But here, the end of the instability has announced the continuation of the irreversible situation as it was. The stability that followed the violence has not confirmed the change and it has therefore increased this type of reaction.
        
        Q: The authorities seem helpless before this phenomenon and a former prime minister even admitted he does not understand.

        A: When a former prime minister says not to understand this phenomenon, it means there’s no real dialogue. The phenomenon reflects the emptiness which is achieves by the authorities in their relations with society. Thus the absence of intermediation, the decline of society that makes this phenomenon occurs at the base. This is the paradoxical consequence of the domination of political and social aspects. It is the need to have control on the society that leaves no space to the individual freedom. And since we’re in a voting period, these young people vote with their feet as they do not vote with their hands. The authorities may not understand, because they can not understand society.
