Parliament: Deputies wrap up debate on Government’s General Policy Statement

ALGIERS - The People’s National Assembly (APN) wraps up, this Thursday, the debate sessions on the Government’s General Policy Statement presented, last Monday, by the Prime Minister, Mr. Aïmene Benabderrahmane.

The program for this last session provides for interventions by 20 deputies and then those of the presidents of the six parliamentary groups. The Prime Minister will then respond to questions and concerns raised by the 344 MPs.

Most of the deputies welcomed the government’ Statement, particularly in the diplomatic sphere, as well as the measures taken to preserve socio-economic stability, such as; the creation of unemployment allowance, the regularization of the situation of the beneficiaries of pre-employment contracts and salary review.

Other elected officials called for greater efforts to implement the program of the President of the Republic, Mr. Abdelmadjid Tebboune, particularly in the gray areas.

Government’s General Policy Statement: Sneak peek into main key economic indicators discussed (Figures)

The Statement shed light on the achievements and actions of the various sectors during the period from September 2021 to August 2022.

Here are the main key economic indicators discussed in the Statement:

Macroeconomic indicators:

– Economic growth: 4.7% in 2021

– Trade balance: a surplus of USD 1.6 billion recorded in 2021, compared to a deficit of USD 10.6 billion in 2020.

– Hydrocarbon exports: 50 billion dollars (USD) expected in 2022 up 45% compared to 2021

– Non-hydrocarbon exports: $5.03 billion made in 2021, compared to 2.25 billion USD in 2020. During the period July 2021-July 2022, these exports increased by 87% from 2.09 billion USD to 3.91 billion USD

Promotion of investment and attractiveness of the climate:

– Development of the law relating to investment (law 22-18 July 2022) and all of its implementing texts

– Release of 863 investment projects with an investment cost of 527 billion DA and creation of 52,000 jobs

– Declaration to the National Investment Development Agency (ANDI) of a number of 1,752 projects with 41,382 direct jobs forecast

– Integration of 27,706 stakeholders from the informal sector into the legal circuit

– Entry into operation of 11,619 micro-enterprises for an investment of 42.8 billion DA and creation of 30,209 jobs

Energy and mining:

– Hydrocarbons: primary production of 190.7 million tonnes of oil equivalent in 2022, compared to 186.4 million in 2021

– Exploration drilling: 22 wells in mature basins (47% of the annual program) and 6 wells in emerging and frontier basins (36% of the annual program)

– Finalization of the development of the Gassi Touil gas fields towards Rhourd Enous and the start of crude oil shipments from the Hassi Bir Rekaiz perimeter and the completion of the development of the Tinhert gas field towards Chanet as well as the construction of the 4 HMD LPG train

– Increase in fuel production and stop of imports since 2021

– Launch of the construction of the MTBE complex in Arzew

– Establishment of an additional electricity capacity of 3,290 MW, reinforcement of the transport and distribution networks by 5,924 km and 1,780 stations for electricity and 556 km and 60 stations for gas

– Connection of 498 investors to electricity and 205 to gas and connection of 18,826 farms to electricity.

– Mines: finalization of 15 geological maps and 23 are in progress

– Allocation of 396 exploration and mining permits

– Advanced stage in the strategic mining projects of integrated phosphate (Tébessa), iron deposit of Gara Djebilet (Tindouf) and that of zinc-lead of Oued Amizour (Bejaia)

– Receipt of a quantity of 21,812 tonnes of gold ore at the ENOR counter and production of 137.9 kg of gold

Finance and Banks:

– Increase in the number of bank branches from 1,646 branches in August 2021 to 1,692 in June 2022.

– Significant improvement in tax collection (85% for the clearance of outstanding debts, 56% for the identification of the tax population and 50% for the search for tax information)

– Digitization of more than 90% of land registry documents and archives, including more than 24 million digitized documents

Improved sustainable food security:

– Sector contribution of 14.7% to GDP with a forecast production value in 2022 of 4,500 billion DA (an increase of 31% compared to 2021)

– Cereals: a production of 41 million quintals in 2022 against 27.6 million qx in 2021.

– Fish production: 116,000 tonnes expected at the end of 2022 against 87,622 tonnes in 2021, i.e. a growth rate of 19%

– Shipbuilding: 100 ships received, (84 ships in 2021 and 16 in the first half of 2022)

Relaunch of industrial sectors:

– Steel industry: production and export surpluses for 1.5 billion USD expected at the end of 2022

– Installation of 6 clusters of the mechanical industry, and a committee of the mechanical and vehicle sector

– Establishment of a cluster in the electrical, electronics, household appliances and IT sector (120 companies for a turnover of more than 2 billion USD)

– Transfer of the assets and property of 14 confiscated companies to the profit of the commercial public sector, creation of a public company for the production, assembly and marketing of vehicles which will integrate more than 40 companies.

– Relaunch of 10 shut down public companies among the 51, including 19 scheduled to start operating at the end of 2022 and 22 others in 2023 (33 billion DA of investment and creation of 2,642 jobs)

– Pharmaceutical industry: increase in local production to 3.1 billion USD and decrease in the import bill to 1.2 billion USD in 2021

Housing:

– Decrease in the housing occupancy rate from 5.5 inhabitants/logt in 2000 to 4.4 in 2021. This rate will be 4.18″ at the end of 2024

– Allocation of 500,000 housing units between October 2021 and June 2022.

Social policy and public health

– 300 billion DA allocated to the revision of the salary index grid

– Institution of unemployment allowance: 1,897,228 beneficiaries (financial impact of 108 billion DA)

– 245,620 people affected by the operation to integrate beneficiaries of the professional integration assistance scheme (DAIP) until August 2022

– Special education for the benefit of 30,862 disabled children and adolescents

– 36,395 women benefit from the program to encourage the participation of women from the home and in rural areas in the national production process

– Construction of 300 local health structures and other hospital infrastructures.

– Production in partnership of the vaccine against the Covid19 virus by the public group Saidal

Services and digitization:

– Launch of a government portal integrating 208 digitized public services

– Construction of 33 post offices, distribution of 6 million Edahabia electronic payment cards and deployment of 600 ATMs

– Deployment of 403,660 new fiber optic accesses to the home (FTTH) and switchover of 184,442 copper accesses to optical fiber

– Increase in the number of fixed Internet subscribers to 4.3 million compared to 4 million at the end of June 2021

Promotion of sports and physical activities:

– Success of the 19th edition of the Mediterranean Games of Oran-2022

– Acceleration of the pace of work for the construction of the infrastructures concerned by the CHAN-2023 African Nations Football Championship in Algeria.
