Algiers’ Arab Summit: Work of permanent delegates, senior officials’ meeting kicks off

ALGIERS- The works of the Council of the Arab League, at the level of permanent delegates and senior officials, in preparation for the meeting of foreign ministers, kicked off, on Wednesday, at Abdelatif Rahal International Conference Centre (CIC), ahead of the 31st Arab Summit scheduled for November 1-2, in Algiers.

This two-day meetings (Wednesday and Thursday) constitutes a preparatory rendez-vous for the meeting of foreign ministers.

On Thursday, the senior officials of the Economic and Social Council will hold a preparatory meeting for the Council of the League of Arab States at the Summit level.

On October 28, there will be a meeting of the Economic and Social Council at ministerial level, followed, on October 29 and 30, by the meeting of foreign ministers.

In addition to the Palestinian cause, which will occupy a place of primary importance during the Summit meetings, other issues, such as; food security and energy will be examined during the work of this Arab meeting.

The Summit will also be an opportunity to discuss several draft resolutions to ensure the stability and development of the Arab peoples.

This important meetings should be a milestone to support the Palestinian cause, unify Arab ranks and examine cooperation issues in various fields.

The Algiers’ Declaration will constitute, in this regard, a solid platform for the concretization of the unification of the various Palestinian factions.

Algiers’ Arab Summit: Algeria finalizes preparations… record Arab attendance expected

Algerian officials announced the completion of arrangements for the upcoming 31st Arab Summit, which will be held in Algiers on Nov. 1-2.

This major event would be the most important in the history of the Arab summits especially after the success of Algeria’s effort to gather the Palestinian factions to sign a reconciliation agreement on Oct. 13, formally known as: “the Declaration of Algiers”.

Besides, Algiers’ summit will witness a record participation of leaders compared to previous sessions, as well as the presence of honorary guests representing international and regional organizations.

According to EnnaharOnline website, high-ranking officials will partake in this event, including the Egyptian President Abdel Fattah al-Sisi, Qatar’s Emir Tamim bin Hamad and Jordan’s King Abdullah bin Al-Hussein, as well as the leaders of Maghreb countries, Tunisian President Kais Saied and Mauritanian President Mohamed Ould Cheikh El-Ghazouani, the Chairman of the Libyan Presidential Council, Mohamed Yunus Al-Menfi, and the King of Morocco, Mohamed VI.

As for Iraq, the new president will attend, and for Lebanon, the name of the person who will attend will be determined later because of the ongoing elections to elect Michel Aoun’s successor.

As for the United Arab Emirates, Vice President of UAE, Prime Minister and Ruler of Dubai Sheikh Mohammad bin Rashid Al-Maktoum, as well as the Vice-President and Crown Prince of Kuwait, Mishaal Al-Ahmad Al-Sabah, will attend.

The Secretary-General of the United Nations, António Guterres, the President of the African Union, President Macky Sall of Senegal, the Chairman of the Non-Aligned Movement, President of the Republic of Azerbaijan, Ilham Aliyev, and the President of the Arab Parliament, Adel Abdulrahman Al Asoomi will also attend.

On another level, there will be a large international media presence from 24 countries, including non-Arab states, such as; Russia, France, the United States of America, Britain, China, Japan and Malaysia. The foreign press staff will be accommodated in the “Marriott Hotel” and the “Golden Tulip” Hotel in Dar El Beïda, provided that they will be transported to the International Conference Center Algiers – Abdelatif Rahal, via private buses.

A summit without paper…..

The Algeria summit will be a digital summit par excellence, whereby paper will be completely dispensed during all working sessions. The speed of the internet flow via optical fibers will reach 300 megabytes.

Algiers’ Arab Summit…… An occasion for unification

In recent remarks, Foreign Minister Ramtane Lamamra said Algeria “wants the Arabs to unite on the occasion of this summit, just as the Palestinian ranks were unified.”

In an interview with a local newspaper last month, Algerian President of the Republic Abdelmadjid Tebboune said: “Our keenness to organize the Arab summit in our country stems from our determination to make it a unifying event… It will be, God willing, a new start for the Arab world that is suffering from rupture…”.

Prime Minister Aymen Benabderrahmane said that the Arab meeting would be an occasion “to reaffirm support for the Palestinian cause, as a central Arab cause, by emphasizing the common Arab position represented in the Arab Peace Initiative, which is the framework that guarantees the protection of the legitimate rights of the Palestinian people.”

“Preparations for the holding of this Summit are taking place in an excellent atmosphere, in order to ensure all the necessary conditions for its success, as well as the course of political consultations that included many sisterly Arab countries to create all conditions for consensus in a way to give a new impetus to the joint Arab action, as decided by the President of the Republic, Mr. Abdelmadjid Tebboune, especially in the current delicate circumstance characterized by the exacerbation of international polarization,” he said.

Also, presenting the Government’s General Policy Statement before the members of the People’s National Assembly (APN), in the section relating to foreign policy, Mr. Benabderrahmane specified that the Arab Summit in Algiers “should consolidate common values ​​and Arab solidarity, consecrate the centrality of the Palestinian cause and update the Arab peace initiative of 2002”.

“Algeria, which is working to resuscitate joint Arab action, has met the optimal conditions to ensure the success of the upcoming Arab Summit,” Mr. Benabderrahmane added.

On Wednesday, Interior Minister Ebrahim Mourad held a meeting with security officials to “discuss the arrangements related to the important Arab event,” according to a statement by the ministry.

For his part, the Secretary-General of the League of Arab States, Ahmed Aboul Gheit, affirmed, last Monday in Algiers, after being received by the President of the Republic, Mr. Abdelmadjid Tebboune, that the upcoming Arab summit “will indeed be a summit of reunification.”

He expressed his hope that the upcoming meetings of the permanent delegates and then the Arab foreign ministers will end up with “the complete consensus that we are currently monitoring,” adding that Algeria will be at a celebration, on November 1 and 2, in the presence of a large number of Arab leaders.

In this vein, Arab League Assistant Secretary-General Ambassador Hossam Zaki noted that the summit will be held as Algeria marks the anniversary of its revolution against French colonization.

“The Algerians and their Arab brothers will celebrate the occasion together,” Zaki said.

Addressing the Palestinian-Arab “reunion”, which is the slogan of the summit, he remarked that the event will act as a real starting point for more effective Arab work.

Electronic portal dedicated to Algiers’ Arab Summit: Rich information, services for benefit of participants

The electronic portal launched in anticipation of the 31st Arab Summit includes rich information and important documents for those interested in the Summit, in addition to themes and services intended for participants and journalists.

Launched by the Ministry of Foreign Affairs and National Community Abroad, in collaboration with various ministerial departments, including the Ministries of Post and Telecommunications and Communication, the electronic portal (www.arabsummit2022.dz) is made up of several sections, including documents, the agenda of the Summit, and a platform reserved for the registration of the delegations present at the event, enriched and provided with media content, including preparations for the Summit by the parties concerned.

The Prime Minister, Mr. Aïmene Benabderrahmane, chaired on July 4 the launching ceremony of the electronic portal dedicated to the next Arab Summit, which he dubbed as “an integral part of the preparations for the Arab Summit, supervised by the national commission in charge of the preparation and the organization of this meeting which takes care of the media aspects inherent to the Summit with a view to facilitating the registration of the Arab delegations and informing them of all the organizational arrangements”.

In addition to the videos, the electronic portal includes photos of meetings and speeches delivered by the President of the Republic, Mr. Abdelmadjid Tebboune, in relation to the Arab Summit, among other information, including testimonies from Arab countries having welcomed the efforts of the President of the Republic for the success of this Arab event.

The user can access the main page which includes a tab dedicated to the Arab League with an overview of the regional organization, its creation, its members, the main objectives enshrined in its constitutive act and the roles it has fulfilled since its existence in favor of the struggle of the Arab peoples for independence and the promotion of peace and security in the Arab world through the peaceful settlement of conflicts.

In addition, the portal displays a tab dedicated to the Summit, with a welcome address to guests and delegations participating in this event, to be held in Algeria, coinciding with the 68th anniversary of the outbreak of the glorious November Revolution.

On the same window, information on the commitment of Algeria, which joined the Arab League a few weeks after its independence, to defend the causes of the Ummah.

The same page also indicates that the Algiers Summit “is being held in complex international and regional circumstances, sensitive events and difficult contexts.

The portal also features passages to make Algeria and its cultural heritage known, as well as media materials on the November 1 Revolution. The portal will be supplied with the agenda and the Summit guide. A special link will be sent through diplomatic channels to the participating delegations to access the registration site, the date of which will be known later.
